Minted at the Petrograd Mint.
Obverse: In the center is the coat of arms of the RSFSR (Russian Soviet Federative Socialist Republic) from 1920 — a heraldic shield with a crossed sickle and hammer against the background of sun rays, flanked by bundles of wheat ears. Below the coat of arms is a cartouche with the inscription “Р.С.Ф.С.Р.” The coat of arms is separated from the upper part of the coin by a semicircle of dots, starting and ending with a cartouche. Along the rim at the top, left, and right is the inscription: “ПРОЛЕТАРИИ ВСЕХ СТРАН, СОЕДИНЯЙТЕСЬ!” (“WORKERS OF THE WORLD, UNITE!”).

Reverse: Inside a dotted circle is the denomination in two lines — “15 КОПЕЕК” (“15 KOPEKS”), below it the minting year “1923”. At the bottom and sides of the coin is a wreath made of laurel (left) and oak (right) branches tied with a bow. At the top is a stylized sun in the form of a five-pointed star with rays, five of which extend into the denomination circle. A continuous ring of dots runs along the rim.
