Watermark: black and light five-pointed stars.
On the obverse is the full title “State Treasury Note of the USSR”, the denomination in words and figures, and the state emblem with 15 ribbons around the wreath (as of 1961). The main feature of the front side is the image of the Spasskaya Tower of the Moscow Kremlin. To the right is a white field containing the denomination number.
On the reverse, the denomination is inscribed in 14 languages of the Russian and union republics. The denomination is repeated both in figures and in the white coupon field. The reverse also displays the series and number printed in red. The blue color scheme of the note is historically significant, as most 5-ruble notes previously had a blue–light blue design. The size of the 5-ruble banknote corresponds to that of the 3-ruble note.
